Alaska, Rhode Island, New Jersey, Maine, and Vermont round out the top ten most expensive states. South Dakota offers the most affordable utility costs at $280 monthly, followed by Arkansas and New Mexico both at $288, West Virginia at $295, and Mississippi at $296.
